Here's the instructions I received from ToonBoom Support.
Here’s how to enable the COE programs and download your Harmony and Storyboard Pro products.
1. Login or create an account.toonboom.com using the email address provided by your school
2. Click on the link here: https://coe.toonboom.com/
3. Complete the profile and follow the on-screen instructions.
4. Download and install the application under your download section.
5. Activate your redeemed desktop subscription by following.

Once any of them already redeemed the COE licenses, it will be automatically renewed each year until graduate.
